First of all, I am ARRL Logbook of the World user - and I do upload all my logs very frequently - that is at least once a week. This is my preferred way for DXCC confirmations.
I also do enjoy and collect classic QSL cards. Consequently, QSL via bureau is fine with me, and I send my bureau cards and replies once every month or two - depending on the volume of received cards.
Direct QSLs are replied almost instantly - well sometimes you may need to wait a week or two before I mail my card to you. My direct policy is simple - SASE + enough funds for direct reply equals direct mailing (June 2009 - 1 IRC or 2$). Otherwise your direct request will be returned via bureau. I believe this is fair approach - and I expect nothing but the same when I send you my own direct QSL.
The same QSLing policy applies to my contest call - HF4K. Full HF4K logs are being also uploaded to LoTW immediately after the corresponding contest activity.
